Overview

Carlos Rosario in Culebra is a reef and wall whose top, at about 15–20 ft, suits safety stops and snorkeling; sources give maximum depths of 30–50 ft. Divers usually come by boat, and the beach is a short hike from the Flamenco Beach parking lot; the beach and trail were included in a 2019 munitions removal. It lies within the no-take Canal Luis Peña Natural Reserve, with no fishing or taking of animals and day-use moorings only; check current DRNA rules.[1][2][3][4][5][6]
